The National Semiconductor Technology Center (NSTC), newly appropriated in the CHIPS and Science Act, is intended to be the central hub for research and engineering within the semiconductor ecosystem. This paper delves into the socioeconomic and geopolitical context of the CHIPS legislation, the infrastructure supporting the NSTC, and crucial business considerations for its success. Specifically, the authors highlight the potential benefits for smaller and medium-sized enterprises, which stand to gain the most from the NSTC.

Community Colleges and the Semiconductor Workforce

Over the last several decades, the U.S.’s domestic semiconductor manufacturing capacity has declined. The CHIPS Act aims to reverse this trend by investing over $50 billion in direct funding and loan subsidies to expand semiconductor research and development and manufacturing in the U.S. This primer focuses on the workforce challenges that will be spurred by this microelectronics industry expansion and proposes how community colleges can play a critical role in addressing these challenges.

Standard Setting: Process, Politics, and the CHIPS Program

The CHIPS & Science Act of 2022 outlines an expansive national strategy to preserve and bolster the United States’ national security by ensuring a pathway for a resilient supply chain for semiconductors and other critical and emerging technologies. Targeted provisions in the CHIPS and Science Act aim to address U.S. leadership in domestic and international standards-setting processes. For federal agencies such as the National Institute of Standards and Technology (NIST), contending with implementation of standards-related mandates within the CHIPS program presents a delicate balancing act between supporting emerging national priorities but preserving the existing industry-driven model for setting standards.

In an effort to sustain the privacy and integrity of our data ecosystems, researchers are turning to post-quantum cryptography (PQC). This publication describes how PQC works, and the governance, application, and public purpose considerations for implementing PQC.

Evolving The Emergency Management Enterprise to Meet a New Operational Reality: A State Perspective

In November 2022, the Belfer Center, with support from McKinsey & Company, brought together a diverse group of leaders from the emergency management community to discuss the evolving nature of emergency management, the challenges the enterprise faces, and solutions and strategies to better prepare for the new, poly-crisis climate. Among those leaders were Homeland Security Advisor (Colo.) Kevin Kleinand State Coordinator and Deputy Homeland Security Advisor (Va.) Shawn Talmadge. They graciously agreed to participate in a facilitated dialogue with Belfer Center Fellow Nate Bruggeman to further explore the themes and issues discussed in November 2022.

Navigating Poly-crisis: The New Reality for Crisis Management in the United States

For those of us in crisis management roles, when something goes wrong, it starts as a challenge and then escalates to a problem. Problems then grow to become any one of three broadly interchangeable words: emergencies, disasters, or crises. For this discussion, I combine emergencies and disasters into the bucket of crisis. Many feel that the reality of emergency management is no longer “disaster”-specific but is more broadly the all-inclusive concept of a crisis. A problem becomes a crisis when we lose our ability to cope, and a part of the system becomes overwhelmed. Crises become catastrophes when the resources and structures meant to respond to that crisis become overwhelmed and break down. Something can be catastrophic at the local level but perhaps just a crisis at the regional or national level, and much of that nuance depends on someone’s on-the-ground perspective and historical experience.

Intelligence Community Ethical Practice

This paper provides a framework for a program to advance IC ethics professionalization, to better serve the national interest, avoid ethical lapses or moral pitfalls, and strengthen US national security and the Intelligence Community against the risk of politicization. The program would serve as catalyst for national security intelligence officials to better perceive, reflect on, make judgments about, and potentially act on ethical lapses in the midst, in adjacent units, or higher in the chain of command. The program would provide a means for officials to deliberate on real or hypothetical ethical dilemmas, both as individuals or in groups.
