Community Colleges and the Semiconductor Workforce

Over the last several decades, the U.S.’s domestic semiconductor manufacturing capacity has declined. The CHIPS Act aims to reverse this trend by investing over $50 billion in direct funding and loan subsidies to expand semiconductor research and development and manufacturing in the U.S. This primer focuses on the workforce challenges that will be spurred by this microelectronics industry expansion and proposes how community colleges can play a critical role in addressing these challenges.

DAO Harvard Conference Recap

On April 2-4, 2023, the DAO Harvard conference brought together practitioners, policymakers, and academics to engage in conversation regarding the research, legal, and policy considerations of Decentralized Autonomous Organizations (DAOs). The conference, hosted by the Belfer Center’s Technology & Public Purpose Project and the Edmond and Lily Safra Center for Ethics, convened global participants across five continents here at Harvard University. This post will recap some of the major themes and takeaways from each of the individual summits– the Research Summit, Law Summit, and Summit on Equitable Ownership and Governance in the Online Economy.

Smart wearables are quickly becoming the next wave of ubiquitous technologies due to their vast market penetration and broad utility. In the healthcare setting, smart wearables may be used to advance preventative health measures, emergency medicine, and primary care. This technology has the potential to revolutionize the way that healthcare is done, but major technical and nontechnical limitations exist and the regulation of these technologies is still underdeveloped.

Digital Crime Scenes: The Role of Digital Evidence in the Persecution of LGBTQ People in Egypt, Lebanon, and Tunisia

Digital evidence–primarily from device searches–has made it easier for law enforcement to identify, harass, and prosecute LGBTQ people on the basis of their identity. This new report by Technology and Public Purpose fellow and Berkman Klein Center affiliate Afsaneh Rigot draws on years of in-depth research, including reviews of individual court case files and interviews with defense attorneys in Egypt, Lebanon, and Tunisia, to demonstrate the painful and unjust impacts of these developments, as well as the communities’ resilience. 

Afsaneh Rigot has deep experience with both the needs and views of queer people in MENA as well as engaging tech companies to make meaningful change. She advocates for a methodology she terms Design from the Margins. Rigot calls on companies to use the findings of this report to build from the essential needs of those most impacted by their tools, creating better tech for all users in the process.

U.S. Digital Corps Expands Government Expertise

With the launch of the U.S. Digital Corps this summer, the Biden Administration has signaled a desire to attract early-career technologists and put their skills to work in the federal government. Nick Sinai, Senior Fellow with the Technology and Public Purpose Project (TAPP), co-founded the U.S. Digital Corps.

The Need for Greater Technical Talent in the Government: A Case Study

We know government tech projects often fail. Timelines get pushed out, contractors rapidly turn over, costs increase, and, ultimately, public services fail to meet the needs of the American people—often just as they need them most. One of the major reasons for these problems is that the federal government does not have the modern technical talent necessary to deliver large-scale IT programs that consistently work for the end user. This does not just include software engineers, but designers, researchers, and product managers too. In this case study, we’ll look at this issue through the lens of one of the most storied federal IT programs—the U.S. Citizen and Immigration Services (USCIS) Electronic Immigration System (ELIS). We found that the program had challenges with its technical talent through the burdensome, nontechnical oversight and the lack of technical expertise on the ground. This case study pulls information from 13 GAO and OIG reports between 2005 and 2021, as well as interviews with 6 current or former senior leaders within USCIS, with a particular focus towards the technical talent associated with the project.
