As the best documented major crisis in history, in substantial part because Kennedy secretly taped the deliberations in which he and his closest advisers were weighing choices they knew could lead to a catastrophic war, the Cuban missile crisis has become the canonical case study in nuclear statecraft. Over the decades since, key lessons from the crisis have been adapted and applied by the successors of Kennedy and Khrushchev to inform fateful choices.

Juliette Kayyem writes that to treat the crisis phase of the pandemic as complete is not the same as declaring that the country's battle against COVID is over or that many Americans' unmet needs are irrelevant. It is to say that many of the persistent systemic problems revealed by the coronavirus can be addressed, if elected representatives choose, without requiring a declared emergency as a pretext for action.

The international community, acting through the OSCE Minsk Group, has been unable to induce the leaders of Armenia and Azerbaijan to resolve the Karabakh conflict, which began in 1988 and burst into a new round of fighting in September 2020. Leaders and populations on both sides had become increasingly maximalist; any leader willing to compromise could be branded a traitor. The 2020 fighting drastically changed facts on the ground. With Turkey’s assistance, Azerbaijan recovered much of the land it lost a generation previously. But Azerbaijan was compelled to permit Russia to deploy a large peacekeeping force, something it had resisted for 25 years. While its authority is diminished, the Minsk Group can play a role going forward in restoring confidence and communication between the sides, opening borders, and ultimately leading negotiations on the future status of the region.

As COVID-19 continues its global march, the whole world is paying the price for some countries' negligent and incompetent political leadership and the virtual breakdown of the rules-based multilateral order. But emerging and developing economies are likely to suffer the most.

During times of crisis, the most effective leaders are those who can build solidarity by educating the public about its own interests. Sadly, in the case of COVID-19, the leaders of the world's two largest economies have gone in the opposite direction, all but ensuring that the crisis will deepen.
