The overarching question imparting urgency to this exploration is: Can U.S.-Russian contention in cyberspace cause the two nuclear superpowers to stumble into war? In considering this question we were constantly reminded of recent comments by a prominent U.S. arms control expert: At least as dangerous as the risk of an actual cyberattack, he observed, is cyber operations’ “blurring of the line between peace and war.” Or, as Nye wrote, “in the cyber realm, the difference between a weapon and a non-weapon may come down to a single line of code, or simply the intent of a computer program’s user.”
Biography
Adaobi (Ada) Ezeokoli is a former Communications Fellow at the Belfer Center who worked both with the Center's Communications team and the Technology and Public Purpose Project. She is a communications expert with more than 15 years of experience in communications, media development and journalism. She is also a public health expert, with expertise in health communications, advocacy, and research.
Ada earned a Master’s in Public Administration, Public Policy and Management at the Harvard Kennedy School of Government in 2022, and is an Edward S. Mason Fellow alumnus. While a student at the Kennedy School she served as the Editor-In-Chief of the Africa Policy Journal. She also served as Communications Strategy Intern for the TAPP Project team under the Belfer Center. She is an Obama Africa Leader and a Cherie Blair Foundation Mentee Alumni.
